Stress Releaving Requirement in Different ASME 31 Codes

i am having one query?

As per ASME 31.3 stress releaving required for thickness more then 19 mm but as per ASME 31.8 Page no 46 para &ASME 31.4 page no 46 we do stress. Releaving for pipe thickness more then 32 mm why?

More critical duty → more stringent specifications.

mandatory PWHT for P1 materials above 19mm thickness has been superseded by new code rules
