Indian Electricity Rules - Reg.

01/10/2014 8:20 AM

Are the Indian Electricity Rules, 1956, really superceded by the CEA Regulations? If so, from which date? Can you authenciate the relevant clauses from any relevant act, where it is categorically said so?

Since 1962 the Indian Electricity Rules of 1956 has not applied north of the McMahon line. Now which location are you interested in?

Dear Mr. Fredski,

Please come out of your hangover. I am not a student seeking answers in the forum for my test questions. I have already posted 1974 entries with 157 GAs. This is not a test question either. Recently, there had been some changes in the electricity regulations of my country, INDIA and I only seek confirmation from my fellow countrymen, whether a certain provision has been superceded or not.

If you start doubting everything, I pity your family.

Are you referring The Central Electricity Regulatory Commission New Delhi Notification No. L-1 /18/2010-CERC Dt. 28th April2010.

If it is yes then the Preamble says

"These regulations shall come in to force from 3-5-2010 "

" These regulations shall supersede the Indian Electricity grid code 2006 which came into effect from1.4.2006 "

No, I am not asking the Electricity Grid Code. I am particular about IE Rules, 1956.

The IE rules 1956 with latest amendments still hold good and is not superseded.

The Gazette of India notification published " Central Electricity Authority Notification Dt 20th Aug 2010 termed as Indian Electricity Act 2010 is latest modified version of Central Electricity Regulation2006.

It states that from the date of publication of this gazette notification " All Plants and Electrical lines should be designed to comply with requirements stipulated in the Act"

Dear Mr.electricalexper65,

To my knowledge the CEA regulations is entirely different, still the place were I am working, the IER 1956, is applicable and has no reference to CEA.

I have come across a case where the Govt.Agency in a particular department is not aware of some important amendment and their ignorance of this matter landed up in court case, obviously the Factory won the case even in the appeal.

Sorry to admit it is total violation of Indian Electricity Rules. At certain places it occurs in LT electrical distribution of Electricity Boards. The truth is that Electrical Inspector ignore the Boards distribution as they are supposed to have their own Electrical Inspectors who seldom perform their duty resulting in such conditions. It is a reality.

I really did not feel bad because it is reality and as you have visited India you also understand why it is so. I also take such photographs and mail to concerned authority stating safety concerns and most of the cases it get attended also. Most of these cases are in slums , and old crowded settlement in city and Suburbs where disconnection of electricity becomes impossible( even though there is safety concerns exists) due to political reasons and modernisation is not possible because of lack of fund with Electricity Boards which are run by State Governments most of them are running in loss. But more or less Electricity Rules are followed in Big Factories ,regular residential buildings (not very old)and all new constructions and all HT ,EHT systems.
