Single-Phase 132 kV - 120/240 volt substation service transformers are available (in the U.S.), so one would assume single-phase 132 kV - 0.4 kV substation service transformers would be available as well.

It is not a Standard for 132/0.4 KV.

The most economical will be 132/11 KV System and again 11 KV to 0.42 KV for which LT motor Voltage should be rated to 420 Volts and any motor above 1000 HP use 11 KV HT MOTOR(s)

They are available not as three phase transformers but as single phase units. These are similar to 132kV VTs. Recently I visited a Spanish Instrument transformer factory. They have shown us these units. It is ARTECHE. You may find others too if you google.
