Of greater interest is its Coefficient of Performance, which is the cooling effect achieved divided by the power expended to achieve it.

Highest efficiency motors, coupled with the best chiller design for the application at hand.

Living above the Artic Circle would help, also.

take the heat out of the water and transfer it to a less objectionable place, or use that heat in other areas where you have a heat requirement like water for heating or domestic consumption
