How do we retube a D tube boiler.

Contact a boiler repair facility.

Hire a re-tubing technician.

The boiler manufacturer may publish instructions but with no information, there's not much to do for you.

Maybe if you told the forum the maker and model, someone might help.

you have option of replacing tubes by bending some tubes and welding it, i do not see any other good solution

Using the same type and size of tubes, bend a bunch of them to the same dimensions as the originals. Cut out the old ones, and weld in the new, following correct and required procedures.

How do we know how to help you if we know nothing about the boiler besides the shape of the tube? All the conditions about the boiler need to be known because the level of skill required varies according to the temperature and pressure inside the tube along with the firing conditions outside the tube.

If all you want is a "hint" to make the job go quicker then higher a competent company to do the work for you. This is not the same as bending some tubing and welding an exhaust system for your car; do it wrong and you'll be doing it over...and over...and over.
