It can be a mechanical device for converting or translating movement from circular to oscillating (as is done by an automobile camshaft, for example) or it can mean Computer Aided Manufacturing (CAM).

If you have an oval wheel on a shaft, as it goes round the perimeter will appear to oscillate up and down. Ever seen a clown's bicycle with oval wheels? So it can convert rotary movement into up and down movement. Normally a lever or rod rests on the wheel, this is a 'cam follower'.

Similarly a round wheel with an off-centre hole will produce a similar effect.

I sugest you get some cardboard, scissors and a pin, and have a play ....all will become apparent!

A dictionary or google will explain...I should imagine there are plently of animated examples out there....not really sure why I'm typing this...maybe the pubs aren't open and it's too dark to play golf and there is rubbish on the telly. Maybe I'll go have a nice cup of tea.
