Can anybody advise what is the maximum allowable stress value of 17Mn4?

The library is also closed.

You might try the internet.

Somewhere between 230 and 290 Mpa depending on thickness.

It is not difficult to do your own work.

Yes! A whole lot of manufacturers can identify the allowable stress value of this alloy. You will do best using the stress values that one of your approved suppliers provide unless you plan on smelting your own alloy.

Yep. Anybody with access to Kempe's Engineers' Yearbook, any edition, can do this easily, simply by looking it up.
