Stablize an Unstable System with Open-loop Controller

Is it possible to stablise an unstable system with an open-loop controller?

For example, is it possible to stablise an inverted pendulum with an open-loop controller?

You can do this with two open loop controlers. How to arrange them is the next homework question for you!
