As Lyn and Tornado indicated, if you watch the video, it is quite clear that the handle turns several revolutions to open or close. The standard actuator is a pair of hands!
If you want it to be remotely or automatically controlled, it will require some device that will turn the correct number of revolutions and then stop when fully open. Of course it must reverse the motion to close the valve.
One obvious possibility would be a gearmotor with limit switches at each end of the motion.
Another possibility would be an air- or hydraulically-actuated piston pushing and pulling a rack that engages a pinion mounted on the valve shaft.
There also exist rotary air motors...

The video clearly demonstrates a multi-turn operation, and I would guess that in a DBB configuration, tight shut-off is paramount, and you probably get better and more repeatable results from such a gradual toque application.
