It depends on the conditions--pressure, temperature, location (easy access or difficult, off shore, etc.) other polar gasses present, precision and accuracy desired. Manufacturers of these devices will help you specify the correct one for your particular application

Neutron based sensor.

Alternative sensors are capacitive and optical.
