I would use Web searches, telephone "yellow pages" directories, etc., to approach local or regional mechanical contractors. Ask them what educational institutions they would recommend. Universities might not be the best; instead you may find vocational/technical schools that offer a good balance of hands-on and theoretical aspects.
If your locale has technical associations like RETA (Refrigeration Engineers and Technicians Association) or ASHRAE (American Society of Heating, Refrigeration, and Air-conditioning Engineers) in the U.S.A., consider joining one or more of them.

You can contact ISHRAE or IE ( India) for short term courses. There are many reputed institutes in India offer master's program with the specialization in Refrigeration and air-conditioning. These courses are offered full time and part time. Course modules & materials provide you the basic requirements to become a good HVAC design engineer. Practice makes one perfect. If you start working in any reputed HVAC organizations in India they have their own training and CPD program.
In India ISHRAE conducts HVAC courses and training in association with ASHRAE &ISHRAE has Chapters all over india you can enrole if you wish contact your local ISHRAE Chapter nearest to your town.
