Is There a Code Requiring Substation Basements to Have Emergency Exits?

I am working for initial design for a 13.8 kv substation building. This building in the main floor shall have the line of switchgears, and the basement shall be used to run and terminate cable to the bottom feed switchgears. However I could not find on CEC code book that any requirement for the underound part of the building to have a safe egress in the event of fire. I have seen few similar buildings but they do not have fire exit from basement either. Any suggestion, thanks

Look at the NPFPA website for Code 4.3.3 Means of Egress

Simply stated the needs to be a means of egress from which occupants can safely leave any area without having to pass through hazardous areas.

The Authority having Jurisdiction will be able to interpret as to whether or not you can safely exit without risk.

This would be your local Fire Marshall or Chief.

A second exit in case of fire may be dependent upon the length of the structure/basement. Do you have a place where a stretcher can be evacuated? I am sure this would also be used to lower pulling machines for string the conductors. I would think there is more to this then meets the eye. Get your construction foreman to assess the design for installation.

Look at the IBC as well. It normally would be treated as a "normal" basement and have the required exits per IBC and NFPA.

The basic consideration is safe exit, irrespective of any standard or reglation. if a person can safely leave the place from the furthest corner of the room in case of fire in any part, its ok. But preferably two nos exit is a better proposition.
