Surge Arrester for HV Cable Protection

What would be the maximum length of HV cable that can be used without surge arrester protection in the panel.?

It may well depend upon the style and construction of the cable, the method of installation, the voltage applied to it and the relevant national electrical standards, none of which can be seen from here.

If it is directly buried 3.3kV cables.

In my opinion, if the cable is entirely buried then no lightning interference would be expected. Against breaker switching transient as the maximum voltage expected is 6*3.3*SQRT(2)=28 kV, I think the cable insulation could withstand this.

According IEC 60502-2 18.2.4 Impulse test- the sample test has to withstand 60 kV.

If the cable terminations are located on a steel pole I think you need an arrester at entrance and no arrester on the exit end. If the pole is a wooden pole I think at the maximum distance of 10 m you will need another arrester.
