Device 87 Operation

	Fellow engineers, please what will be some of the contributing factors that will cause a defferential relay ( device 87) to operate any time trying to close the breaker. But after continues trying for about 4 times, the breaker then closes and the votage regulator transformer stays.

	One of the contributing factors is a reluctance to pick up the phone and discuss the problem with the equipment manufacturer. Another is a lack of discussion of the problem with peers that have met similar problems before.
