Are there not city ordinances and regulations that specify that?

Who are the governing bodies that authorizes permits/licenses to construct such facilities?

The answer is simple. Who ever is responsible for final inspections for these things will know those answers, which will be a hell of a lot more informative than asking a bunch of strangers with no stake in your business.

Get whatever company you work for to hire a professional consultant, given the questions you are asking on CR4 you should NOT be performing this kind of incredibly dangerous work.
