You are way over your head here.

Cut out the substation first and then look at the inputs.

Is it maybe possible that you send the full scope of work that has been assigned to you so we can find professional help?

You will need to pay a consultant to do your work.

Get whatever company you work for to hire a professional consultant, given the questions you are asking on CR4 you should NOT be performing this kind of incredibly dangerous work.

What do you mean by Substation cut out ? In the first place the question appears to be a question put up to you in interview/ test which you did not understand and want some one here in this forum to explain to you . Normally a circuit breaker is installed at the incoming Cable or Overhead line feeder to the substation which is used to switch On/ switch Off power to the Substation .It can a ACB, OCB, MOCB, VCB etc depending up on the Voltage and kVA / MVA capacity of the Substation( Indoor / Outdoor) . So all details are required to give you a technical answer. So study your problem understand it and come back with a question.
