Is Paperwork LEEDing You to the Poorhouse?

Recently I sat in on a project progress meeting. One manager reluctantly reported that the paperwork for a LEED-approved project begun four years ago was still being reviewed by project engineers. The project's owners have occupied their new building for more than two years. Why? According to recent articles regarding LEED authors write… a costly and bureaucratic certification process is responsible for the low percentage of projects that ultimately get certified. Have you encountered similar frustrating LEED problems? Have they led you to think twice about entering into a LEED-approved commercial project?

It isn't simply in LEED Approved projects, that problem is everywhere. The cost of making something these days is no longer limited to materials, manufacturing process and labor. The burden of endless documentation is everywhere and it's costly. It's just one of the many government mandates that make us less than competitive and which drive manufacturing off shore.

And, if the product or service you are providing involves any government entity, the paperwork is endless. One associate recently completed an emergency repair for a frightfully expensive military device that was rendered completely inoperative by a failed component. The diagnoses and repair took a total of eight hours. The documentation he needed to submit took over 35 hours to prepare!

Mind you, we aren't even talking about Health Care. You want to see endless reams of paper work? Go visit any doctors office or hospital.

Absolutely True!

This is why coffee pots for an Air Force plan runs $5,000.00! Endless, and frequently meaningless documentation only drives up costs and doesn't necessarily do anything for quality.

It can keep bureacurats employed, though!

Nobody said that indulging your higher conscience into junk science/technology was going to be cheap.

The old metric of efficiency was the dollar. Dollars don't count anymore. Quit counting dollars.

LEED certification implies earning a certain number of credits, that can be achieved during design, others during construction, etc.

Some of them involve determination of the level of satisfaction, that need survey within 12-18 months after completion of construction, after the building has been occupied.

The process involves indeed a lot of burocratic steps, that can be time consuming, so the time period between regsitering a project for certification and finally being certified can take several years ( some of the credits involve the selection of the site, which, if those credits are to be obtained, requires early registration (way before effective design starts) and, as mentioned above, some credits need surveys 18 months after building occupation).

It is true that in order to earn some of the credits you have to spend additional money (use only certain materials (more expensive), dispose in a certain way, etc), which may affect the budget, but overall it does not look prohibitively high.

I do not think this is the only reason of the low percentage of certified projects, since some of the credits are straight forward ( select/meet this, you earn that particular credit), while some of them are quasi subjective in interpretation. If a credit is denied, the denial can be contested and it will go for a re-examination to another designated certifying team, aso.

The reason for getting the certification is a "green" building (environmentally friendly, energy efficient), but the most attractive (in my oppinion) part is the fact that a certified building (especially if it is certified at a higher level - Silver, Gold, Platinum) is dealt with in several technical/architectural magazines and basically represent advertising for the designer/constructor (good, modern, green design/construction process) as well as the owner (environmentally conscient).

As this is exactly how many companies and schools that I have worked feel and I feel about LEED cert., I gave you a GA. Even with the extra time and money, it is still worthwhile.
