This can't possibly be good or American.

After reading the article, I wouldn't worry too much about it. The bill is so poorly written it doesn't have a chance of survival. State legislators introduce all kinds of totally stupid, over-the-top legislation every year in every state. This case is no different. I would only worry if it actually gets out of committee.

When the decision makers are ignorant then the outcome isn't predictable.
