So put a hard wired chip in the controller that will not exceed the parameters of operations. Then they would have to know as much as the systems engineer to cause a cascading failure.

Also the the veteran programmer may be up on the latest cyber warfare but the would be 10 years behind in efficient system operations because they spent their time on cyber defense not on the latest control parameters.
