"The firm added that it did not believe the RF Safe-Stop posed any risk to people using a pacemaker."

Sure, as long as that pacemaker uses a mechanical wind up spring to operate.

I think we could have a lot fun if it did. I know of at least 50 moving targets around my place I could practice on. I am going to invest in hear-aid companies, I think there's going to be a major demand for them in the near future.

I've seen the pictures of the rude, obnoxious bass. Looks like the danger is mainly in having your thumb bitten!

Why would anyone (even an idiot) want to have these in their car. Do the loquacious variety offer some special benefit (that might outweigh constant blathering)? Is there a special tank required? Is there any problem with sloshing?

I wonder if it would have any effect on an old VW Beetle with breaker points, or an old deisel engine - all mechanical.

(mind you, when I had an old VW van it ate spark plugs, drank oil, and broke valves on a routine basis)

This should never be allowed to be used against any car. This will now start another anti-this then another anti-anti etc... There are other methods like the one using an electronic marker, shot from the pursuing vehicule, to stick and permit tracing the culprit car...

Note the 'test' speed...15mph

Is this a speed of a fleeing suspect in a vehicle or on foot? I wonder how much havoc it would cause on the freeway?

OJ isn't likely to get far trying to flee even if he does manage to get behind the wheel, but I do wonder if prison bars would act like a Faraday cage and render the device ineffective.

If the bars were completely surrounding the cell, and if the space between the bars was less than one wavelength of the frequency used by the pulse device - yes.

However, the frequency is in the microwave region, so, no.
