Isn't this what ordinary dehumidifiers do? Extract moisture from the air?

Well that's pretty much all it is, with an air filter and a condensate water filter....OMG another breakthrough!... level 10....

Even our company designed and built one of these about 15 years ago for the office market.

An increase in energy efficiency is interesting, wonder how much the overall water costs in comparison when taking into account the unit cost and maintenance. Good for a small market perhaps?

Lima Peru gets about one inch of rain in a year. They augment their water with fog traps and I know in some parts of the desert they use the same system and that is their key to success. The water is captured high in the hills and piped back to small villages. Initial cost small, operational cost almost zero. FYI
