Sounds like the Diamond Cartel is looking at new ways to control their mining slaves- er, protect their mines by subduing slave revolts- er, 'control employee disrespect.'
Oh, [*BLEEP*] it, we all know about all the hatred and oppression going on in South Africa, why keep dancing around the subject. The Corporate Overlords own all the resource fields of any value, the white descendants of the original overseers are no better than the KKK in the US, and the blacks are treated as property at best. The only reason that we're not going in to 'liberate' those countries is because A) they don't have Oil, and B) the governments are all in fear of upsetting the Diamond Cartel, which could flood the market and render diamonds worthless, destroying already fragile economies across the globe.

The 'fragile economies' you make reference to wouldn't happen to be the economies of specific jewelery stores, would they?

Otherwise, the threat of a plunge in the price of diamonds doesn't seem like a formidable deterrent. I doubt economies, other than in a couple places, most in South Africa, would be harmed significantly.

I don't think many legitimate legal transactions are settled in diamonds, especially at the level of governmental transactions.
