 If a pilot plant goes online as scheduled, some Texans may be drinking from a new water source after 2010 — the Gulf of Mexico. The state is investing millions of dollars into a full-scale desalination project where seawater is pumped to pretreatment units, and onto the reverse osmosis process. Desalination, says the Texas Water Development Board, is one of the "tools in the toolbox."
