This is Liuzhou Suiseki Hall, which was designed by the Jaianjin University Research Institute. This piece was meant to work against the idea that curves and straight lines cannot exist in one cohesive design. The architects go as far as to say that in this piece they are “no longer in contrast” as they might traditionally be labeled.

I would tend to agree with you! If I were the architect, I'd probably say it was my goal for the façade to interact with nature by providing habitats, and that further obstruction to the windows would allow for more authentic dappled light.
