Those would be conversion tools to prove our religion is better than yours. All major religions have them. (My issue with organized religions.)

From the website of the International Marian Research Institute of the University of Dayton.

So presumably the fetters -- the irons, since "fer" is iron in French -- are symbolic.

When you must apprehend someone running away, you take down the set with the two balls, swing it over your head, and throw it towards the runner. The angular momentum of the balls wraps the chain about the runner's legs stopping him cold. The power cord from a Bell & Howell projector works equally well--nailed him from across the school gym.

I am wondering if the ball and chains are meant to be weights for a chain-driven clock, the face and mechanism of which deteriorated, and has since been removed.

Interesting idea. The stone behind the chains and balls doesn't match the stone beneath them, as though someone had filled in a hole or some such.
