Senate Passes Stimulus Bill Containing $1.3 Billion for NASA

The U.S. Senate passed an $838 billion economic stimulus package Tuesday that includes $1.3 billion for NASA - more than double the amount the House approved Jan. 28 for the U.S. space agency in its version of the bill. The Senate voted 61-37 on its version of the bill, which proposes spending $450 million to narrow the five-year gap between the scheduled 2010 retirement of the space shuttle and 2015 debut of its successor. The House put no money into addressing the gap. Congressional negotiators now must hammer out differences between the Senate measure and the $819 billion House bill, which did not receive any Republican votes. President Barack Obama has said he hopes to have a final bill on his desk for signature by the President's Day federal holiday Feb. 16. Both the House and Senate spending plans put additional money toward NASA's Earth science and climate monitoring programs, with $450 million proposed by the Senate and $400 million included in the House version. The Senate also proposed spending $200 million on aeronautics, compared with $150 million proposed by the House, and $200 million to repair damage caused by Hurricane Ike to Houston-area facilities last summer, compared with $50 million proposed by the House. NASA's funding in the stimulus package had come under scrutiny by Sen. Ben Nelson (D-Neb.), who led negotiations between Democrats and Republicans to shape a version of the bill aimed at garnering enough Republican support to pass. Nelson had said NASA funding was among the initiatives he wanted to cut after the Senate spending plan swelled to nearly $900 billion. NASA's 2008 budget was $17.3 billion. In a draft internal report last month, the agency estimated it would cost an extra $5 billion to extend the space shuttle fleet's service beyond 2010 to about 2012. Sen. Bill Nelson (D-Fla.), who initially proposed $500 million for narrowing the gap between the shuttle and its successor, was able to convince his colleagues to retain $450 million. Nelson wants to reduce the amount of time the U.S. space agency is forced to rely on Russia to transport astronauts to and from the international space station, a situation he called "shameful" in a Feb. 3 letter to Sen. Daniel Inouye (D-Hawaii), chairman of the Senate Appropriations Committee.

Well, that's great! Now they can afford to panel the ISS' interior. May I recommend black walnut? How 'bout Teak?

One thing NASA profoundly lacks is vision - and a sensible, viable mission statement. For instance, pouring money into the pointless ISS siphons critical funds away from much more science-worthy projects such as robot probes and space telescopes (like it or not, Hubble's days are numbered). The ISS is little more than a high-tech, big-ticket PR job. As it stands, I wouldn't give NASA one red cent until they get off their dead ass and show me their roadmap for doing some Real Science for a change. The ISS? A black hole into which one pours money.

Let's see: Of the ~ $830 billion going to greedy bankers, sleazy mortgage companies, and lazy car companies, $1.3 billion (~ 1.5%) is going to fund scientific research into space exploration. I can live with that - easily.

Lest we forget: The space race (whatever the impetuous for it), created jobs and economic growth without war, created scientific advancements in a multitude of fields from medical to computers, but most of all spurred an entire generation (a lot of them on this site) to educate themselves.

NASA may not be 100%, but it is the best bet we have of getting off of this little rock. And whether it is one catastrophe or another, the limitation of resources, or our own stupidity, we as a species cannot put "all of our eggs in one basket".

Exit from soap-box - grumbling.

Since it isn't any of my money being invested in the greed part of the market, or the scientific, I find it hard to comment.

But since you have vacated the soap box, I can hardly miss the opportunity.

Far too much has been invested in the banks and failing automotive industry to date and far too little in science, I could not agree with you more.

Money into science, any money is well spent, money into failing the automotive industry, which will eventually fail in any case, is a total waste.

1.5% of the total is something to be ashamed of, no matter who receives it.

We should be spending money on science and technology that will help our environment (so called "green tech") and advance medical science as well.

Let's live longer and have a better planet to live in as well.

Well that's all good but I wonder about pouring money into any large agency. It just seems like a lot of that money gets spent on a top heavy management, rather than the actual infrastructure.

I guess just the whole idea of spending money we don't have to attempt to fix a problem we shouldn't have is just appalling. I'm really sick of the whole mess.

That top heavy management may have a bit of an eye opener sooner than they like. Since all monies distributed will be accounted for and added to the expenditure web site, some people may have some rather awkward times explaining what happened to an oversight committee. This funding might actually have the effect of fixing NASA, or at least moving it in the right direction.

Q. What is the purpose of this payment? A. The plan is that you will use the money to purchase a high-definition TV set, thus stimulating the economy.

Q. But isn't that stimulating the economy of China ? A. Shut up.

Below is some helpful advice on how to best help the US economy by spending your stimulus check wisely:

If you spend that money at Wal-Mart, all the money will go to China.

If you spend it on gasoline it will go to the Arabs.

If you purchase a computer it will go to India.

If you purchase fruit and vegetables it will go to Mexico, Honduras, and Guatemala (unless you buy organic).

If you buy a car it will go to Japan.

If you purchase useless crap it will go to Taiwan.

And none of it will help the American economy. We need to keep that money here in America. You can keep the money in America by spending it at yard sales, going to a baseball game, or spend it on prostitutes, beer and wine (domestic ONLY), or tattoos, since those are the only businesses still in the US.

I think everyone should by softwood lumber so the money goes to Canada
