Can anybody let me know why ATG is used instead of we can use plc system or data logging hardware to measure and record level, pressure and temperature to measure volume or mass in and out of tank? Please answer me briefly.
So if there is not any special reason then why are refineries using PLC by taking values (Level, Pressure and Temperature) and then compensating it to calculate volume of mass in a tank? Why ATG is preffered over PLC? Even ATG is costly if compared with PLC? Please guide me regarding the issue.
Well, there is a special reason why an independent level gauge is used instead of, or in addition to "...measure volume or mass in and out of tank..."
Leak detection - media doesn't always enter/exit through intended channels.
Also "...calculate[ing] volume..." introduces variables that direct measurement does not. And, depending on the quantity and type of media storage that is being measured there could be regulations preventing anything but direct measurement.

It really boils down to the bean counter and how they want to calculate the volume/mass or weight. Bottom line, its all about the money and how much you can make in the smallest amount of volume/mass or weight. We're all capitalist at heart

There are in addition legal and financial bases for measurement.
Tanks were traditionally measured by dipping and a lot of the legal framework is based on this top down measurement. Similarly tank transfers for which payment is required often follow the tax logic. It may that the law / tax authority requires such a system
I do not know as I have no direct experience with ATG but I would expect them in modern environments to have logic systems that pick up if there are leaks based on flows in and out and current levels. As mentioned above they have a direct measurement of the required variable as opposed to measuring a flow and density and so inferring a change in level
