Bingo! Sometimes called a "Top oiler" or "Induction oiler". I had one on an old Volvo, which is probably why it kept getting older.

It was said, that you could use brake fluid for higher performance.

All Veteran and some vintage cars benefit from a fuel additive to change the octane rating and often to add upper cylinder lubricant as well. A common additive is called Flash Lube

It can be premixed with the fuel in the tank or, as this one appears to be (albeit home made), drawn in via a carburetor vacuum port as you drive.

If it were, as has been suggested, a water separation device, you would note an incoming pipe as well as the outgoing one, and there would be no breather.
