It looks similar to a "nut rake" used to collect acorns etc. It could be for picking up small parts of some kind.

Flour duster. Used to spread a light coating of flour on the work surface. Made so you didn't have to use your hands and contaminate the flour in the storage vessel.

It looks like a soap container.

put a cake of soap in it, and swish it in the washing up water before washing dishes to create suds, then remove, hang up, and let the soap dry until the next wash up.

Actually, it is used for small pieces of left over soap. Put in small pieces and use till pieces are used up.
