What is the value of Alpha in the formula, in Form T- 0240 section 3.3 (fluid) for calculating the mionimum safety distance in hydraulic pressure testing.

For fluids (3.3) it is :l = 0.15 x internal diameter x ((max workable distance) ^ 0.4) x ((test pressure / (cube root of density))^ 0.6
