Google can. Try it.

"Clean and replace sand in a sand filter".

"Clean & replace the carbon in a carbon filter".

Check the O& M manual of the plant. The required procedure may be available there. Long back I changed it when I was working as a Hospital Chief engineer by referring the O & M manual of the RO plant( Capacity - 30 cu.m per hr)

Yes. Suppliers of the equipment can, certainly. One starts by making a few telephone calls to the suppliers' offices.

This is a small system. Take the sand filter housing, and the carbon filter housing, and move them (with equipment for lifting as appropriate in your jurisdiction) outside, and either dispose of them altogether and install new, or dump them into containers to be sent to approved landfill, in accordance with local laws and ordinances. Refill using media purchased from a reputable water system vendor, in fact, even consult with them first, and they might be willing to do the service for you (for a modest fee or robust one).

So many companies have changed names in the last few years, I stopped keeping count on who is still who, and it depends on where you reside in the world. Thus, do some searches for water refining companies in your region.

Lyn offered you some good suggestions, try those, boyo!
