45*45 Elbows in Sewer

I have inspection chamber (60*60 cm) inside the villa yard (Between the villa building and the fence surrounding the villa). This I.C delivers wastes to another I.C (90*90 cm) out of the fence (In the walk way) which is 13 m far from the 1st I.C.

- Obligatory, I have to put a 2 45 elbows 2m Before the I.C in the walk way.

Is it permissible or not???

As long as they are radiused, continue the downward angle(3/8" per ft), and are at least 12" or more apart, I don't see a problem.....

...and also consult your local codes and authorities for any requirements about how much distance and how many fittings are allowed between cleanout access points.

That would depend on your local code of practice.

If they are to provide depth change for fall across block, then probably correct. If they are in horizontal then probably not OK.

Your handle (name) Trueengineer is deceiving. A True Engineer would already know the local codes, how to look them up, do their own research or who to contact if there is a question. You need to do your own homework, you'll learn better by doing so.
