No, no, you are getting them mixed up. Locusts are very hard working group, not to be confused with the never-seen-working-two-years-in-a-row, periodic cicada.
By noting just a few quick tell tale characteristics, you can avoid being the "They all look the same, who can tell them apart, anyway" person....
Locusts can be solitary or at other times swarming. When swarming they become gregarious and tend to use up all the resources in an area until moving on to greener pasture. Locusts don't take a year off, much less two.
Periodic Cicadas only come out in groups. Leaving a shell of their old transportation in the yard is a dead give away of a periodic cicada. You will also never catch a periodic cicada working two years in a row. If all those clues fail, just notice their wide set eyes and energetic rhythmic music played late into the night.

As to the OP; Locusts to not need to be made useful. Locusts are already useful. What better way is there to demonstrate "my God is better than your God" than to release swarms of locusts upon the crops of one's enemy. Locusts have been the go-to vengeful hand of God since the beginning of recorded history.
