Timer Circuit for Poultry

It is necessary to make a timer circuit so that it can lit few dozen CF lamps (in total 500 watts) at 04:00 hrs. and put them off at 06:30 hrs. or 07:00 hrs. (depending season of the year). In the evening it again should put them on at 05:00 or 06:30 hrs. and put them off at 08:00 hrs. Doing so, inside the house there remains a dark period of eight hours (8pm to 4 am). This 8 hr. dark period is necessary for laying hens. Waking at 04:00 hrs for putting on the switch is bothering for most of the farmers. So there can be automatic system for optimum production. At 22deg Lat. this period is always a dark period.

I have googled it and found several circuits. But many of them are based on IC 555 or 4060 and they are not so effective. Time cannot be maintained. I talked with few electronic engg. but they could not help though this is simple matter for them. I shall be highly glad if any cr-4 member can help in this issue. Thanks.
