The video showed concrete sections disintegrating and falling down, but I couldn't really see any steel rebar.

It looked to me like the external wall of windows was the support....There was no reinforcement that I saw either...This also had a garden on the roof, it seems to me that kind of load would require a support beam structure...

If from a slide rule, a misplaced decimal point would be more likely. My bet, nowadays, is use of software that was not understood or not used properly. Or perhaps, they were just winging it.
