If you are trying to improve your refinery combustion emissionsyou should call Latif Majoob he is the formost expert in that area. Latifs phone number in California is 562-633-2722. Tell him Mike Robertson suggested you call him.

Do you want the emissions data of a particular refinery, or the limits imposed by a government with jurisdiction for the area? Try calling the permit manager at the refinery for both answers. They will speak to you as they want the public happy. If you are a supplier, employee, neighbor they should still talk with you unless the emissions data is proprietary. The regulations will not be proprietary, but difficult to obtain I suppose.
