My guess would be clamps to hold the ends of a cross bow (or other stiff bow) to bend it for stringing.

They actually look to be the right size to clamp my two cats tails together after getting them stoned on this new catnip/silvervine mixture I picked up for them. This stuff really blows their little minds.... Sounds like hours of fun for me.
