Please give your recommendation for cooling tower which would be suitable for Textile (processing plant) waste water.

That's not the business CR4 is in, particularly with only one sentence of useful information and none of it numerical. The best recommendation would be to consult a Process Engineer local to wherever on the planet this <...Textile...plant...> is located. That individual will need all the numerical information that has been withheld from this forum.
