If I'm cutting a straight line I use a paper cutter. If none are available I draw a line and cut along it. Creasing it can cause the paper to slide between the blades and cause a poor cut. If you are tearing it along the crease it makes it much easier because the fibers are distressed and causes the tear to follow the least path of resistance.

As stated above, creasing and then straightening the fold will give you a line to follow and make a neater cut.

You fold the paper to create a "line" that you can follow as you cut it. Of course, if you get your fold wrong, all bets are off.
