Is this for the short-time or peak withstand current for a HV switch? IEEE Std C37.30.1 (IEEE Standard Requirements for AC High-Voltage Air Switches Rated above 1000V) gives some info in its Tables, with a reference to "allowable I2t variations" in its section 8.3.5.1. You should take a look at that. So it may be that you can calculate an equivalent using I2t.

Here's a rough estimate: Power is proportional to current squared, and Energy is equal to power x time, E = I2Rt. For equal amount of energy, if time is multiplied by 3, I2 would be divided by 3, or I would be divided by sqrt(3).

Using this logic, 10KA/1S ~ 5.77KA/3S.

This assumes that the time is short enough that not much heat can escape.
