How to Control Snatching Crimes

I hope and pray all of you to be healthy and safe.

I have been thinking lately about social issues impacting safety, law and order of Metropolitan cities. One of them is snatching at Gun point common in areas where guns are easily accessible. These criminals most of the time come on bike, analyse the area and attack the vulnerable people. They threaten the people with gun and take their belongings like wallet, mobile phones and jewellery and leave the scene within 15 sec. Most of the victims stand there in shock and unable to do anything while others who resist a little get shot dead or beaten badly.

Considering the poor law enforcement management and prevailing corruption, I am thinking of some engineering solution to help decrease these crimes and provide some safety to people. I have some of the ideas each having some pros and cons like,

i) Developing a dummy taser phone having remote controlled switch for providing shock. The issue with it is the probably of the snatcher to get shock is less likely with mobile in his pocket. Moreover, the biker on the front seat will get no effect and continue driving.

ii) Developing dummy phone with gps tracker. Most of the time, the snatchers take out the sim and turned OFF the phone to avoid tracking. Even with separate battery for tracker, law enforcement will rarely bother go after each snatcher.

iii) Developing dummy phone with some remote switch that transmit inaudible waves to distract them and make them submit. Theoretical? Possible?

How would CR4 community deal with this issue?
