Does a Cell Phone Tower Identify Itself to a Phone?

I'm working on a scheme to use the cell-phone infrastructure for a purpose other than communication. My questions are:

Does a cell-phone relay tower identify itself to the phone that is communicating with it? Specifically, would the phone (with appropriate software and data) be able to identify the location of the tower with which it was communicating?
