No, the second photo are dock levelers… they raise and spans the opening between the building and the inside of the semi trailer where the forklift can cross.

Yes, I'm sure you're correct....due to the placement, it doesn't seem likely to be an elevator....

The blue boarder around the door are called dock seals. They extend out to the back of a trailer to seal out the weather, rain, wind, or snow, from the trailer and the loading dock while the trailer is loading or unloading. I agree that the second photo is a dock levelar. In this case the dock is probably at ground level. The platform lifts up to the height of the trailer to allow a fork lift to enter the trailer.

The dock is not at ground level, but is at the typical level of the trailer bed. The leveler shown has two parts--the outer part is visible in the first photograph as the black skirt below the door and the second part is in the second photograph as the black rectangle in the floor. When the trailer has backed up to the dock, the worker will operate the mechanism that raises the leveler in the floor (hinged so the front near the truck raises) until the skirt is high enough to be above the truck bed. Then the skirt lifts up on its hinge and the entire leveler then lowers until the edge of the skirt is resting on the truck bed and the entire leveler is now an angled surface the fork lift or pallet jack or person can go across without harm. When the work is done, the worker operates the mechanism to reverse this process.
