Generation of oxide atoms in gas state

I need to generation of oxide (O-2)atoms in gas state.

solid oxide fuel cell cathode doing this reaction of transforming diatomic oxygen to oxide.

can I use this type of material for this purpose

A spacecraft re-entering the atmosphere will generate <...transforming diatomic oxygen to oxide [ionised oxygen]....> , in which state it and any other ionised species present are usually described as "plasma". In this state, it doesn't hang around long, as it will react chemically, readily, with practically anything else present.

If you're looking for some means of preparing or modifying a surface with ionized oxygen, an oxygen plasma system may be what you want. Typically, low-pressure oxygen is ionized with an RF generator. The oxygen may be produced by chemical means in the lab, or may be sourced from a commercially available oxygen bottle.
