Start by specifying the range that is wanted and the output format.

  1. What range is needed?
  2. What is the medium being measured? clean water? dirty water?
  3. What is the temperature of the medium?
  4. What is the environment around the transmitter? clean? salty (as in by the sea shore)? dusty? potentially explosive?
  5. How far will the transmitter be from the controller, indicator, PLC, etc.?
  6. What features do you need? local display? if local, digital or analog? Fieldbus communication or 4 to 20mA signal transmission?
  7. What's your price ceiling, if any?

There could be more questions that you will need to answer before you make a selection. In the end, you have to make sure that your selection really fits your requirements.
