So many missing details! I, for one, have no idea what kind of machinery you are describing or the process you are attempting to carry out except for the fact that there may or may not be 2 conveyor units involved.

The video you supplied looks very helpful. This might be a C fold machine?

I have never worked on one of these, it appears that the roller you have is either folding or cutting. Could it be the tension is not the same on the web from left to right?

Does this happen on any specific lane of the parent roll, traced back to the machine?

Humidity, static electricity can make webs do unplanned or unanticipated behavior when entering a converting machine.

More data on your machine might help those of us who have not trouble shot a c fold machine..

Is this an existing machine, in place and performed correctly for some period of time?

Is this an existing machine, in place and performed correctly, that has recently had worn components replaced, or maybe been upgraded?

Is this an existing machine that has served faithfully for many years, and is in need of overdue maintenance and service?

Is this a new machine in an existing line, it has never worked quite right?

Perhaps it would be better to cease fiddling with settings and determine the cause of the trouble?

As already stated, more and more complete information should get you better assistance.

How did the phone call with the equipment manufacturer go?

It might not be a case of speed. Is your blade still sharp? Is it properly aligned/mounted? Are the conveyors synchronized? When you switch on the blade, are the conveyors becoming unsynchronized?
You first need to know how the machine works so that if it deviates, you will know why.
