At one chemical plant I worked at, we had a product (can't tell you what it was, but it smelled horrible!)
The customer called for Kosher and set up everything for the Rabbi's to come in and bless it as it was packaged - right out of the reactor!
I'm sure it can be made; who you can find to make it will depend on the quantity you need. I am fairly certain that whoever makes it can accomodate Kosher (as we did).

I do not know from what Octadecylamine is made from. Most fatty acids are acquired from plant fats. In that all plants are considered kosher. The problem there is that its been processed. If it is from a plant in order for it to be kosher all the insects had to be removed before processing and cleaned. It may be that you could take the information to your rabbi and let him make a decision whether it meets the qualification to be kosher.

Yes, of course it is possible to make octadecylamine -- many chemical companies sell it (and it does not occur in nature, so someone had to make it). I don't know for certain the most economical synthesis, but I would guess that the Gabriel Synthesis works very well:
In this case, you would use 1-chlorooctadecane as the starting material. Since many companies sell octadecylamine, you might want to buy it instead of making it. Here is a list of suppliers.

Worked with a tin plating operation at one time. It was my undwrstanding that even the tin plate had to be blessed by the rabbi because the rolling oils were made from animal fats. Therefore, every so often the local rabbi was called in to do the ceremony.

The blessing by the rabbi does not make it kosher. His inspection of the materials does and that they are kosher does. The blessing is just for show.
