WOW!! Definitely NOT my field, but I would have him GOOGLE a little bit. My wife (in the Medical racket) subscribes to several med journals {not as much as I do in Electronics though}. I would assume that he has access to such journals. If not, ask his present customers for recommendations. He has to do some research on his own.

My wife has an implanted defibrillator and it is made by Medtronics and they are available throughout the world as far as I know and all their medical instruments are top of the range.

Phillips makes a high quality external defib unit, the kind you see in airports and public buildings. I've seen them demonstrated, a well-educated 10-year-old should be able to use one with no problems, and if it isn't needed, it senses that and won't function inappropriately.

We have the automatic external defibrillator at the hockey rink I help out at. I believe they are phillips models as well. Nice units, basically idiot proof.

Check with Siemens. Multinational suppliers of Electro-medical [Bio-Med] Equipment. They have large range of products. But you have to contact their agent in your country.
