If it is a political term, it could be Model Output Statistics. I see this used in meteorology, and statistics is something that politics and meteorology have in common.
In meteorology, data from surface observations, wind profilers, radiosonde soundings, and other sources are fed into numerical modelling programs. The models produce statistical output that other programs use to produce forecast maps.
I imagine someone has come up with similar modelling programs that use data from previous elections, opinion polls, etc., to predict how a candidate or party will perform in certain areas among desginated sectors of the population.
