Actually, it's bad form to use only capital letters when you write (unless it is a legal document). People take it as if you shouting or commanding people to do things.

There are a large number of old machines usoing older, "non-environmental" refrigerants. It is impossible to replace all systems at once, so the international community is allowing a phase-out plan that will take a few decades to full implementation.
If the machine does not leak, it is not a problem. When a machine is replace, the old refrigerant is recycled for use in other old equipment. At some point 15-20 years from now most of the world will have the old equipment replaced with "clean" refrigerants.
try to Google "Montreal Protocol", these sources should give the answer you seek. Although the banned refrigerants are not in production, recycled refrigerants are in use and cost is based on supply and demand. As supply shrinks and demand rises, people will change to newer equipment.
